Monica is a fierce advocate for justice and a committed community leader running for State Representative in Delaware's District 29. With over 20 years of experience in mental health care, social services, and education, Monica understands the challenges our community faces and is dedicated to fighting for bold, progressive change.

Issues that matter

Monica believes in a Delaware where everyone has a fair shot, and she’s ready to lead with integrity, courage, and compassion. Legislation should reflect our values. Made for us, by us. 

Voting Rights

Protecting and expanding voting rights is essential to ensuring a healthy and inclusive democracy. Monica will:

  • Extend the voter registration deadline through Election Day, .

  • Ensure that all registered voters have access to mail ballots that are widely accessible and easily returnable within each district, with convenient drop-off locations.

  • Support a reliable process for voters to easily track their mailed ballots and correct any issues.

  • Expand community education efforts to reach all voters.

  • Guarantee all voter information is available in multiple languages.

  • Ensure all eligible incarcerated voters can cast their ballots.

Mental

Healthcare

As someone with loved ones who have experienced mental health challenges, Monica knows the difficulties of navigating an underfunded and inaccessible system. She will: 

Expand Healthcare Access:

  • Support the creation of a Medicaid Buy-In option to provide affordable healthcare for Delawareans who don’t qualify for traditional Medicaid.

  • Ensure more residents receive the care they deserve by closing coverage gaps.

 

Enhance Substance Abuse Treatment:

  • Revitalize and increase the availability of inpatient and outpatient substance abuse treatment options.

  • Make life-saving drugs like Narcan more accessible.

  • Address the root causes of addiction through expanded treatment programs.

 

Comprehensive Mental Health Services:

  • Advocate for mental health services that are accessible to everyone, regardless of income.

  • Secure funding for mental health programs and support initiatives to reduce stigma.

  • Ensure schools, workplaces, and community centers have the resources to promote mental well-being.

 

Address Disparities and Promote Equity:

  • Tackle disparities in healthcare systems to ensure equitable access for all communities.

  • Work toward a just and equitable public health system where every Delawarean has the opportunity to thrive.

Housing

Safe and affordable housing is a basic human right. Addressing houselessness in Delaware requires a multifaceted approach that tackles both the immediate needs of those experiencing houselessness and the systemic inequities that have led us here. To address this growing crisis Monica will:

Expanding Affordable Housing:

  • Incentivize the development of affordable housing units throughout the state by prioritizing grants to developers committed to building affordable housing.

  • Advocate for zoning reforms to facilitate the construction of multi-family housing and affordable units, particularly in communities that have historically been underserved.

Strengthening Rental Assistance Programs: 

  • Support legislation that increases funding for rental assistance programs like the Delaware State Rental Assistance Program (SRAP).

Supportive Housing Initiatives:

  • Expand supportive housing initiatives that combine affordable housing with wraparound services such as mental health counseling, substance abuse treatment, and job training. As houselessness often intersects with mental health and substance abuse challenges.

Addressing Evictions:

  • Fight for stronger tenant protections, including legislation that provides for eviction diversion programs and legal assistance for tenants facing eviction. 

​

Job Training and Employment Programs:

  • Support initiatives that provide job training, education, and employment services tailored to the needs of the houseless population.
